If you can't find a working solution on google/youtube, you should submit a ticket to Rockstar Support. By doing this you exclude all the possibilities of other applications/settings interact with your GTA 5 plus having missing/corrupt DLL files in your system. Once installed try starting GTA 5 again and it should work. Do you have an anti-virus on your computer? Did you try running the game as an administrator? Does your Social Club username contain non-english characters?
